The book Philosophy of Democratic Administration, is based on a 1970 lecture by Swami Ranganathananda. Originally delivered to the Karnataka State Secretariat, the talk is also featured in the author’s larger work, Eternal Values for a Changing Society.
The core message emphasizes that India's post-independence reconstruction is a "gigantic" task that cannot rely on a few individuals alone; it requires the active involvement of the entire administrative machinery, from central government to the grassroots. To succeed, administrators need a visionary "philosophy of life" rooted in the Gita's concept of rājarṣi. This philosophy fosters "imaginative sympathy," enabling officials to truly understand and serve the millions of poor citizens living far from administrative centers.
